Not really sure which year you're talking about, but I found the mileage of the 1990 model to be 19 city/25 highway.

I have had this issue when my Volvo has sat for long periods of time... Best bet might be to make sure the battery has a charge, and if it has sat for a long time, keep trying to start it andpress the gas to get gas to the engine.
