Make sure that the nuts holding the wiper arms are sufficiently tight to ensure that they move when the shaft turns thus moving the wiper arm.

ughh i have the same problem. you need to fix the windshield wiper motor
you have a flat spot on your motor. replace it. itl cost about $60
Check your fuse and wiring first this may be the problem. To replace the motor you must remove the front dash...which requires some patients, a combination of screws and clips. Once exposed the motor is easily removed.
On the exterior of the car, right at the bottom of the windshield, there is a air vent running the along the the hood and windshield. you must first remove the wiperblades and then remove the vent, usally with a Philips head screwdriver. You will see the motor in the center of the space attached to the wiperblade arms. Remove the gromet from the arms and remove motor. Replace the motor the same way you took it out. connect arms to motor and put everything back just as you took it apart. Good Luck.
There is no switch. If the wipers park in the middle or at the top of the winshield you need to replace the motor. the fault is in the logic
If the windshield wipers are not working on a 1990 Chevy Lumina, the problem could be with the wiper motor, the wiper motor relay, or a fuse. The least expensive fix to this problem will be replacing the fuse if it is blown.
The windshield wiper switch is broken which is located on the windshield wiper motor. You need to replace the whole motor to fix this.
More than likely the problem is the transmission that needs to be replaced
check your fuses check the motor on the sunroof, mine was doing the same. So I pushed the wires going into the motor in the direction from the windshield to the back of the car and it works. Bad connection were wires go into the motor that works the sunroof back and forth.
We had that problem and brought it in today to get fixed. The problem was the motor overheated.
