Assuming we are talking about the heater,two likely senarios are the fan motor has burned out on one speed or the fan switch is defective. Could also be a wire problem but highly unlikely because ti is a plug in which would most likely result in complete failure. I would geuss it to be the fan motor is burned out on one speed. At some point, it will probably work only on one speed and then burn out completely.
I had the same problem and it was the "blower motor resistor box" which is located right next to the blower motor. If the blower motor works at all it is fine. The speed at which it turns is regulated by resistors that limit the amount of current that flows to the motor. It is possible that the switches could be faulty but since there are two bad I doubt this is the issue.

The blower motor resistor is under the dash and glove compartment on the right side look up on the firewall and or right side. You should be able to remove without much problem.
I would check the fuse first. I take it that the blower motor doesn't work in any speed setting. Switch could be bad. I am not sure if blower has a relay. Owners manual should show all fuse and relay locations.

The blower motor is located on the passenger side under the dash and behind the glove box.
The signal light switch, on your Toyota Camry, can be changed by unplugging the signal relay switch. Plug in the new relay switch.
The blower is not blowing. Check for burnt fuse or faulty switch.
