Spark plugs are timed to fire after the cylinder has taken in the fuel/air mixture and compressed, it then ignites the mixture making an explosion and driving the piston back down.

The piston then travels back up again ( no spark ) to expel the burned mixture.

The spark needs to be timed precicely at the point of maximum compression or the explosion will happen too soon or too late and the engine will not run properly.

"Getting" is not always the answer. "When you get it" can also be an issue. Fuel, of course can come anytime with the intake stroke, however timing of the spark is major important. You already understand engines or you would not be asking this question... but check the timing. For a beginning point go to tdc and mark the flywheel with a chalk reference point. You can tell tdc if you remove the spark plug and stick a wooden rod (pencil) into the hole. You can feel for top dead center of the stroke. Your mark on the flywheel should sync with the spark to the plug. While the spark plug is out, check to see if you have compression. You also can check to see if the exhaust valve are opening. If you have the three elements, spark, fuel and compression, the only thing left is timing. Also, slim chance but the spark may not be strong enough... maybe not enough fuel, maybe not enough compression.... have fun, it is just another adventure. Fuel, spark, compression and timing are the elements of a running engine. You can check for compression and timing as described above. Apparently you know you have fuel and spark, but is the spark getting through to the fuel? Although you may be getting spark, the spark plug may be fouled or bad and the spark is not passing through it. Remove the spark plug and check for spark by inserting it into the plug wire and holding the end of the plug 1/4 inch from the engine. If you still get spark the plug is good, if not, then replace the spark plug,
