I would strongly recommend taking your Sheltie to a veterinarian. Black discoloration to the stool typically means there is an intestinal bleed somewhere that needs to be addressed. The cause of the bleeding could be anything from a stomach ulcer to a laceration in the intestines to cancer.

Why does your sheltie have dry mouth and wont drink?

Although I have little experience in this area, my theory is that some issue is keeping your dog from drinking, and that has gone on for long enough that he/she has developed a dry mouth, a sign of dehydration. But in conclusion, I have no idea what triggered this. It sounds like your sheltie has a health problem (could be a gastrointestinal issue) and needs to be taken to the vet directly, if only to get some fluids into him/her.
