Germany wasn't divided into four zones, but the city of Berlin was. This resulted in East and West Germany until 1989 when the Berlin Wall was brought down. This is because Russia reached Berlin before the Allies and in talks it was decided that the city would be divided into four sections with 2 for Russia and 2 for the Allies. The Western section was mainly maintained by the United States until the German government could be formed as a democracy. Russia built the Berlin wall and maintained a communist government. This was the "cold war" with both sides looking at each other over the border of East and West Germany.
