The brain for the alarm is under the driver seat just disconect it you should be good!

Insert the correct key into the ignition switch and start the engine. That should shut the alarm off.
Most alarms have an ignition cut off as part of the system, on the steering column the ignition wire should be cut and an alarm wire spliced into it connected to a relay, when you disarm the alarm power is supplied to the relay allowing you to start it. If you intend to keep the alarm off you need to find where they spliced into this wire and reconnect it.
To reset the alarm on a 1999 Town Car, put the key in the ignition and turn the ignition to on then off twice. This should turn the alarm off if you cannot get it to turn off otherwise. pull the cover off the steering column and there should be a wire connected to the ignition switch. pull it off and put the key in the switch.

It probably means your batteries are low. You should get them replaced as soon as possible.
