The framers of the constitution leaned toward a Republican system of government. They felt that a republic led to indirect authority where people can elect political figures to make some decisions for them instead of all of them.
The Kapos (Capos) were chosen by the SS guards. The prisoners had no say in the matter.
The Founders universally opposed democracy--we are a Republic, not a Democracy, which means, by definition, that we have a representative form of government not a direct vote. Alexander Hamilton said that "democracy was the surest path to tyranny".
Without clarifying the context, such as what these plans apply to, this question is unanswerable. If you are referring to the plans for the US Constitution, then the smaller states preferred that all states have an equal vote in the Congressional Houses.

In my experience, the BSA has never taken an official stance in favor of one political party over another. They promote political awareness, encourage all who can to vote, and provide information regarding the basic political structure and functionality as outlined in the United States Constitution. As will happen in any organization, there are those that will express feeling about their political points of view, and will occasionally make opinionated comments about individual politicians in office. But the BSA does not take official sides.
