These are all open to the public. A few more smaller Islands that are "owned" by Manhattan are North Brother Island also known as Tuberculosis Island where they used to send people with tuberculosis, and South Brother Island. These 2 are both abandoned and not open to the public without permission. Of course you also have the obvious Islands that everyone knows about, which are Ellis Island, Liberty Island and Rikers Island (a prison on an Island). Again, maybe someone else can chime in and add some more.
