Many states permitted slavery, including Virginia, North Carolina, South Carolina, Georgia, Alabama, Tennessee, Mississippi, Louisiana, Texas, Arkansas, and Missouri. These were the main states of the Confederacy. Maryland and Kentucky were also slave states but were not part of the Confederacy. In addition, Washington DC also permitted slavery until April, 1863.

Right before the American Civil War (1861), there were 15 slave states and three territories that allowed slavery. The states were, from east to west, Delaware, Maryland, North Carolina, Virginia1, South Carolina, Florida, Georgia, Tennessee, Kentucky, Alabama, Mississippi, Missouri, Louisiana, Arkansas, and Texas, while the Indian Territory, the Utah Territory, and the New Mexico Territory allowed slavery.

1At this time, Virginia included West Virginia also.
