PST(Personal Storage) acts as an local client side file that downloads all the mails from the exchange server and stores them in a single/multiple ".pst" file
Whereas ost file acts as a local cache file for an Outlook.MS Outlook client mail box that acts as an image file on the local client system which synchronizes with the Exchange mail box.

You combine two differently denominated times, once with the middle word "day" (before "time") saying EDT (Eastern Day Time), and the second time with the middle word "standard" (before "time") saying PST (Pacific Standard Time). Correctly you should compare or Eastern Standard Time (e.g. The Eastern Coast of US and Canada) with Pacific Standard Time (The Western Coast) or Eastern Daylight Time with Pacific Daylight Time. The rest of the 3 hour time difference between the two geographical areas is well answered all over Yahoo and internet, I am not sure that you did not know it. Funny is that your question is a tricky question the way it combines the "D" with "S" of the two times compared actually the "difference" asked about not referring to the two times themselves that I am sure that you know as being 3 hours (when in New York it is 5 p.m. in Los Angeles it is 2 p.m.) but to the two different ways/versions these times are called.
PST is Pacific Standard Time. There is no OST time zone, though there is an OMST zone, Omsk Time (Russia), which is 7 hours ahead of UTC, therefore the difference between the two would be 15 hours.
PST File Format is used for POP Accounts, while the OST file format is used for IMAP Accounts.
