You will need a one inch socket and ratchet. You also might need a mallet. The socket and ratchet will be needed to remove the lower control arm nuts. The mallet might be needed to loosen the control arm.
I always use a c clamp to compress the caliper and a 3/8 socket set. Some autos have Allen head bolts holding them so a large set of those would be handy. Large screwdriver for prying, rubber mallet, and a pair of pliers.

Either warped rotors or drums can cause pulsating. Apply the parking brake slowly while going about 15mph and see if t pulsates. If it does, it is the drums that need turning. If not, it is the rotors that need turning.

Remove the tire and wheel from your 1999 Chevy Cavalier. Remove the brake spring and the caliper. The brake pads will come off. Tap on the rotor with a hammer or mallet. The rotor will slide off. Reverse the process to install the new brakes and rotor.
