The new law, the Kansas-Nebraska Act allowed for citizens in US territories to vote before becoming states, on the slavery policy of the new states. This was intended specifically for Kansas & Nebraska.It was not part of the 1850 Missouri Compromise. In fact, the new law made that compromise moot, except for the Fugitive Slave Act that was part of the Compromise.
