The Berlin Wall was built by the German Democratic Republic to completely separate East Berlin from West Berlin. The GDR authorities officially referred to the wall as the "Anti-Fascist Protection Rampart".

The Russians built a wall with barbed wire, minefields, guard towers and machine guns to stop people who wanted to go from Eastern Europe, under Russian control (to include East Berlin), to go to Western Europe. That wall stayed in place until 1991.

This question may be referring to the so called Berlin Wall. After WW2, Berlin lay in the hands of the Russian army. An agreement was reached between the allies in the war to divide Berlin into 4 parts. France, England, the USA and Russia each had their own sectors of the city. When it became clear that one half of Germany, the half that contained Berlin, would become a Communist nation, referred to commonly as East Germany, many Germans fled to the non communist western half of Germany. In Berlin, people began fleeing to the non Russian occupied parts of the city. This exodus was damaging to the image of the new East Germany and to its sponsor, the Soviet Union. To halt the exodus from East Berlin, a wall was constructed to prevent the people from leaving the communist sector of Berlin. The Berlin Wall was constructed in 1961.
