The United States initiated Operation Desert Shield in 1990 to BUILD UP forces in the Gulf region...in the event they had to be used...to enforce the order for Iraqi forces to leave Kuwait. On about 15 January 1991, President Bush Sr.'s ultimatum to Iraq had expired: And Operation Desert Storm commenced (the shooting began). A US Postal stamp was issued (in about 1992) commemorating "Operation Desert Storm."
