The Northwest Territory of the River Ohio existed at law between 13 July 1787 and 1 March 1803. The southeastern portion of the territory was admitted to the Union as the State of Ohio, 1 March 1803.
Vermont was established from the colonial grants of the Province of New York and the New Hampshire Grants 4 March 1791; Kentucky was formed from Kentucky County, Virginia 1 June 1792, and Tennessee was formed from land donated to the U.S. Government by North Carolina, 1 June 1796, all prior to 1 March 1803; however, none of these had previously been an organized incorporated Territory of the United States.
Therefore, Ohio was the first U.S. State to arise from an organized incorporated Territory of the United States.
No U.S. States, once constituted as States, have departed from that status at law (the Civil-War-era Confederacy was, of course, illegal). The Vermont Republic had never been recognized de jure by the Continental Congress.
In 1803, early in the 19th century the US made a purchase to acquire the Louisiana Territory from France. This purchase was made during the presidency of Thomas Jefferson. Napoleon was eager to sell this vast territory to raise funds for upcoming wars with England.As an interesting aside, Napoleon's brothers advised against the deal.
