It is impossible to answer this question without more information. In 1940, newspapers were still very popular in their print editions, and every major city (and many towns) had several dailies (some cities had as many as five newspapers). Without knowing what part of the country you are asking about, I cannot answer-- location matters, because in some cities, a local story was in the news headlines, while in other cities, it was a national story (many newspapers in November 1940 were headining stories about the war in Europe, for example).
