Eleven years after the start of the country, it became obvious that the Articles of Confederation was failing. The founding fathers decided a change was in order. The meeting in Philadelphia began on Friday, May 25, 1787 at what is now called Independence Hall, behind locked doors and in secrecy.
The Philadelphia Convention had many conflicts but probably the major conflict was the representation of the states. There were two plans, one drafted by James Madison (Virginia Plan) and another prepared by William Patterson (New Jersey Plan) for how they thought representation of each state should be.
Both Virginia and New Jersey submitted their plans to the convention for consideration. After a considerable debate, the Virginia Plan was used as the basis for the new constitution. Not all recommendations in this plan were accepted. On September 17, 1787, the final draft of the Constitution was signed. The work was done. The Constitution of the United States had been created.

Yes, No and Maybe:The stated intention of the Philadelphia Convention was to discuss and try to correct flaws in the Articles of Confederation. They certainly did that. Yes, some of the delegates may have gone there with no intention of repairing a flawed document (the Band Aid approach) and fully intending to create a new and stronger central government (the Major Surgery approach). As radical as big change may have seemed it quickly became apparent that something on a grander scale was needed to unite all of these former British Colonies. No, they did study and discuss the flaws in the Articles of Confederation and then they resolved to move beyond the fixer-upper approach. Maybe they went beyond the set guidelines of the Convention's limited agenda. Big ideas can sometimes evolve into grand documents like the United States Constitution.
