Italy, after WWI, was, like many other European countries, demoralized, bankrupt, socially volatile and, in all honesty, on the very brink of collapse. The people had only the government to turn to to help them rebuild their shattered lives and the politicians in Rome were to busy worried about personal interests or keeping a fragile coalition together, governments came and went, it seemed, daily. Mussolini and the National Fascist Party came along and offered the population precious stability and a sense of normalcy. In more tangible terms, the Fascists created millions of jobs and in the process improved infrastructure (building roads, draining swamps etc), they instilled patriotism where it was once thought lost. Fascists were also intellectuals (many of them at least) so the arts and culture (albeit fascist inspired) flourished. These are just somethings off the top of my head probably many more.
