The non existance of the Roman Empire would mean that the Byzantine empire wouldn't have existed and the later Holly Roman Empire would never have existed.this would mean that the Ottoman Empire wouldn't have spread into Eastern Europe .This would result in the suppression of Austria-Hungarian Imperialism . The absence of the Ottoman empire and Austria-Hungary as an empire would prevent world war 1. The absence of the Holly Roman Empire wouldn't make much of a difference as the hundreds of German kingdoms were bound to re-unify anyway . The non existance of the Byzantine Empire would not have prevented the crusades as both sides were eager to engage the other in conflict anyway . The occupation of Spain by the Islamic Empire would also be a valid reason for war . England and France may have started fighting earlier . English would still fight Spanish and French settlers . Events in North America would not have been largely effected by this . German kingdoms would not have unified until Britain and France had their empire . This would be the same for Italy , resulting in the two nations having only a handful of colonies [what happened anyway] . There would be an inevitable war or series of wars between Russia and Germany . For Poland this would mean it would lie considerably further east [like in pre world war 2 times] and wouldn't have a coastline . Efectively , it would look like it did post world war 1 . The result of the conflicts between Russia and Germany would probably be Russia occupying Germany [its homeland post world war 1] allthough it could end up with a Russia that is only east of the continental boundaries of Europe and Asia. Russian would look like the U.S.S.R , but without the Baltic states and the territory anexed from Finland in 1939 .world war 1 wouldn't have started , and since the economic crisis in Germany that got Hitler elected as chancelor was caused by world war 1 , the nazi party would have remained ignored , as would the communists in Germany . In addition it was also the wersailes treaty of world war 1 that sparked the fire for the second world war . Spain would not be as big , as Catalonia an the basques would have independence . The rest of Western Europe would look he same , other then the cities on the west of the Rhein such as Strasbourg . These would still be German . The Balkan border differences would be that Macedonia would not have lost most of its homeland to Greece and Bulgaria , Kosovo and Montenegro would be part of Serbia , as well as Herzegovina . Slovenia would include the lands that they lost to Italy , Bulgaria wouldn't have ceded the northern region [Northern Dobruja] of its country to Romania , Romania would include Moldova as the U.S.S.R wouldn't have annexed it , Thrace would either be independent or part of Greece [as would Epirus]. It is also posible and highly likely that Dacia may still have been a country .

Europe outside of the Empire was uncivilized territory, that is to say that the people lived in Tribes that moved around the wilderness and settled in camps. They certainly interacted with each other and with the Romans and could confederate and produce armies, but there was no unifying government because there was no need (all politics could be managed locally) and it would be difficult to maintain (without easy long-distance communication, empires disintegrate).
