Sounds like low or zero Power Steering fluid. Alternatively use of incorrect fluid.If the fluid is good,it's almost certainly partial or complete failure of the power steering pump. It has to work hardest when the vehicle is stopped and you turn the wheel.Check for fluid leaks as well.
