Do you mean the spark plugs are not producing spark? Or do you mean the engine turns over but does not start?
Check battery terminals, fuses, and the starter. I had this problem on my 98 wrangler. it was the starter selinoid. 1. get under your Jeep 2. located the starter(passenger side on the side on the transmission near the engine block) 3. tap it with a wrench or a hammer(don't bang on it, just a solid tap) while someone tries to crank it. If it starts its your starter assembly. They are about $150-$200
