The car has automatic headlights....they go on and off when it gets light or dark out...they will also stay on for up to 3mins after you shut the car off depending on how the twilight sentenal switch is adjusted. And to take out the headlight switch in the door you have to take apart the door pannel
I would replace the headlight switch as Ford has had their share of these problems.
It is usually located in the headlight switch. It is a automatic reset circuit breaker. When a short occurs it rapidly blinks the headlight circuit on and off so the headlights are not completely lost to allow you to pull off the road safely at night.

its got to be two things either your headlights or the headlight switch, theres no relay so straight power from the battery to the switch to the headlamps. just change your headlight and it should work.

The headlights run on a different fuse from all other lights. Locate and check this fuse. Also the headlight switch may have a circuit breaker inside and after time it will get weak and not reset. Check for power to the switch and if you have power to the switch and then the switch has gone bad and should be replaced.

There is a switch called the "twilight sentinel". That alllows you to adjust the time that the lights will stay on after you turn the engine off. Check to see if that is working properly.
Most headlights are not fused they are wired direct thru the headlight switch... Is your switch bad??
