i got the same problem in a 2002 Monte Carlo. i think it's the wiper motor. specifically, the limiting switch inside the motor that tells it where to rest. This one got messed up after the owner tried to use the wipers to clear ice...i know... It works fine, intermittent is fine, everything, just off is up.

The worm gear that runs it is stripped, Replace the motor.
I would suspect the wiper switch is defective. Replace it. Salvage yard is a good source for this part. In the interim, pull the fuse to stop the wipers when they are in the down position.

There are several things that can cause your windshield wipers not to work. The most common cause is a malfunctioning windshield wiper motor.

The "park" switch inside the wiper motor assembly has failed.
If windshield wipers are stuck in position and won't move, I would say that the windshield wiper motor needs replacing. This happened to me last year.
The wiper motor bracket has a tab that can bend causing the wipers to park vertical. Either attempt to bend the tab back, or replace the wiper motor bracket itself.
