In December 1923, the republics of the Russian Soviet Federated Socialist Republic, Belorussia, the Ukraine and Transcaucasia agreed to form the Soviet Union by entering into the Treaty of the Soviet Union. Transcaucasia was a federation of Georgia, Armenia and Azarbaijan. The treay was ratified the following year.
