The first act that was passed that included tea was Townsend Act. Import duties were put on glass, lead, paints, paper, and tea. This resulted in the colonies smuggling in the taxed items, but by 1770 the taxes were repealed with exception of tea. In 1733 the East India Company was in trouble and to help the company the British government bailed out the company by having the company retail the tea at a reduced price to the colonies. They were able to do this by collecting the import duties when the tea was first brought into England rather than at the colonies. This move hurt the smuggler sales of tea and made the cost of the smuggled Dutch tea higher in cost than the English causing the colonies to be upset over the cost of tea. One of the leading smugglers was Hamilton who was also a Son of Liberty member. The East India company was also allowed to sell its tea through middle men in the colonies that reduced the price of the tea further. It is a little hard to understand the colonial reaction over the Tea Act since the cost of the British tea went down, but there was resistance. The Boston Tea party was smugglers protesting the lowering of the tea tax and the fact they were loosing business. ( this is not told as part of the fable of the men dressed as Indians throwing the tea into the harbor, but the reality of what happened and why).

Why was that Parliament passed the Tea Act not one of the ways that british punished Massachuetts after the Boston Tea Party?

The Tea Act was passed in 1773, before the Boston Tea Party. The Boston Tea Party was a protest against the tea act, as tea smugglers and merchants were afraid cheap tea would put them out of business. Since it was the reason for the Boston Tea Party, it could not be a punishment for Massachusetts.
