Before discussing when, it might be useful to consider why such a ban was able to occur. There were several reasons why slavery did not take hold in the North. One was economic: most Northern states had an urban (rather than a rural) economy, and they didn't need slaves to work on plantations, since there were few of them up north. A couple of states did have a farming economy and in the early days of the United States, there were some slaves working on those farms, but it was not common to all Northern states.
Another reason was a strong abolitionist movement that took hold in the North, where a number of freeborn black men and women spoke against slavery. The first black newspaper was published in the U.S. in 1827 ("Freedom's Journal"), and a number of white publications also began to print anti-slavery essays. In states like Massachusetts and New York, white upper-class men and women became very involved in this cause, mostly notably William Lloyd Garrison, whose journal The Liberator began in 1831; a number of members of the clergy were also vocally opposed to slavery.
As for when slavery was officially banned, that varied from state to state, with the New England states among the first to make it illegal; for example, Vermont banned it in 1777, and Massachusetts followed in 1783. By 1820, most Northern states either had ended the practice or were in the process of banning it once and for all.
The Union banned slavery during the time of the emancipation proclamation. The emancipation proclamation was passed by Abraham Lincoln in January of 1863.
