The bolts that come from the drain and run to to toilet help to alaign proper drainage and seal the toilet. You do not want to do the bolts set in cement idea...

The term slump used in concrete means the thickness or thinness of the concrete. The slump is measured by filling a 12" cylinder up with concrete, then flipping it over and pulling the cylinder up. There should be three quarters of a pound of sand. If the cement is reinforced then add 25 percent more.
