Roger Williams, a Puritan minister, arrived in New England in 1631, to become pastor of the church of Salem. Soon his preaching became a source of concern to Bay Colony authorities.

Williams felt strongly that the Indians should be paid for the lands taken by the colonists. In addition, he spoke of the need to keep his church free from evil influence - especially with its contact with the government. Unless the government was run by Saints, the church would find itself regulated by sinners. Called before a court in Boston, Williams boldly told the authorities that they had absolutely no power over his congregation.

The court banished him from the colony, and in the fall if 1635, Williams fled with a few friends south to Narragansett country. There on the shore of Narragansett Bay he built a hut and called it Providence. The following spring (1636) his Salem congregation joined him, and Williams' hut became a village. Soon many other people came to join the settlement.

In the 1640's, Williams obtained a charter for his new colony from the Puritan-controlled Parliament. It provided for an elected governor and assembly. But religion was left to Williams, who promptly, decreed religious freedom for his colony. There would be no laws on religion and no government interference with the churches.

The climate of freedom attracted new immigrants, among them Jews and Quakers. Both groups had been discriminated against in England, prohibited from entering the universities or public service. Settling in Newport, they soon turned the city into a thriving commercial center.
