if your signal is faster than normal then you need a new bulb
check fluid level
to differentiate it from a brake light or running lights. Its the only one that BLINKS at a regular rate when looking at it from the back.
The turn signal wiring goes up the steering column. Turn signal bulbs are also used as brake lights and the brake light signal goes through the turn signal switch. If there is a loose connection or worn wire in the steering column, the tilt would cause problems.

I have a 1996 Grand Marquis. If one of the brake lights goes out the signal on that side flashes faster. I would check the brake/tail lamps.
Lifted trucks are typically heavier than stock trucks, so it takes more braking power to slow them down, causing the brakes to wear faster. If you braker sooner and less drastically you can help the brakes last longer - and that goes for any car or truck.
You probably have a bad wheel speed sensor sending bad signals to the ABS module. Remove the ABS fuse from the fuse/relay box until you can have it fixed.
The brake lights are wired through the turn signal switch so that when you have the brakes applied and activate your turn signal the brake light goes out and starts flashing. Your turn signal switch is defective and needs to be replaced. Its probably not defective... 95 and up Monte Carlos are notorious for the the flasher switch ground getting gummed up with dust and moisture. Spray WD40 or better yet NAPA's "Brake and Electric Motor cleaner" down the space around the flasher switch on top of the steering column. Work the switch up and down several times as you're doing it. All lights should be good as new.
On mine, when the lights are off, the left brake light is faint but still works. When the lights are one, the running light is on (faint) but goes out when I hit the brakes. And the turn signal doesnt ever work. When Ive checked the light bulbs they burn out fast. I have been told that replacing the plastic bulb housing will fix this. But I have not tried it yet.

The plug is installed in the tail light assembly and twisted to lock. If the plug is installed upside down then the tail light and the brake light won't both work correctly. The turn signal is a different plug so it's unaffected.
Turn signal switch is melting...replace the turn signal switch in the steering column.
