Open the hood and on the drivers side of the engine where the upper coolant hose for the radiator routes to the engine . there is a plastic flange or housing, in that housing the coolnat temp sensor is located .
On the transmission side of the cylinder head. there is a plastic flange with hoses and sensors in it. Coolant temp sensor is the 4 pin snesor

When standing in the front of the car, the first sensor is the coolant temperature sensor. The second one closer to the car bulkhead is the thermostatic auxiliairy fan switch sensor.

its on the left side of the motor, u should see 2 sensors, the one on behind ie close to windshield is the the one. You have to check if it is the round or square one before u get it.
coolant level could be low not letting it circulate through the heater core, causing it to blow cold. Also, if the coolant level is low it will in turn overheat.
flashing blue means you have an electrical issues with the coolant sensor. you probably have a bad sensor that needs replacing in the coolant bottle hope that helps Phil
drivers side hose next to cylinder head, green top four wires. pull out plastic clip, pops out, will loose some coolant
O2 sensors or Air/Fuel sensors are found threaded into the exhaust system. Sensor 1 is located before (upstream) the catalytic converter while sensor 2 is located after (downstream) the catalytic converter.
old beetles dont use coolant
To bleed the coolant system on a 1998 VW Beetle, remove the top from the overflow tank. Run the car for 10 to 15 minutes to force any air out of the system, then check the coolant level. Add coolant as needed.
