Herbert Hoover was the Commerce Secretary under Presidents Harding and Coolidge (1921-1928). However, he was by profession an engineer (mining and civil), and he had done a lot of humanitarian work (among other things, he was head of the American Relief Administration that distributed food in Europe after World War I and kept literally millions of Europeans from starving... he had also headed the agency that managed to avoid food rationing in the US during World War I by promoting "meatless Mondays" and "wheatless Wednesdays").
