This question is rather vague. I am not certain you are asking a Cold War question or a World War 2 question. This question is quite old. I think the vagueness is why it was never answered. I know in World War 2 Stalin exerted a lot of influence on President Roosevelt and General Eisenhower since they let him have Berlin to conquer and they let him have half of Europe and Germany.
