it is probably in the blower motor, at least that is where it is on the 1995 truck. take out glove blox/ remove black metal cover behind glove box. It is the white connector in plain site..
Bad resistor or a malfunction in the switch.
First locate the resistor, it is under the hood, on the firewall, passenger side, close to the blower motor. Unplug the wire connection and remove the three small screws holding it in place, then remove the resistor.

The 2005 Ford F1 50 pickup truck blower motor resistor pack can be found on the firewall in the engine compartment. The blower motor resistor pack is on the passenger side of the firewall.

Under the hood on the passengers side near the blower motor attached to the housing......... I'm pretty sure that's where the "Relay" is located not "Resistor". The resistor may be located under or behind the glovebox.
