DNA is typically synthesized in the template strand. This is performed by adding nucleotides to continue DNA synthesis. It is an ongoing production.
DNA isn't translated. It's transcribed into mRNA in the nucleus. The mRNA is then translated in the cytoplasm (sometimes called the cytosol).
