It is under the driverside dash. All that is needed to remove it is an 8mm socket on a long extention. If you have a manual transmission, it helps to remove the lower dash for access to moving the ECM around. You do not HAVE to and I have pulled about 3 dozen of these over the years and never removed it. I found to just bend the mounting bracket a touch downward and you will get it to come out much easier.
Gm vehicles do not use ineria/reset switches.
It's located right behind the tank for the headlight fluid.

The computer is a litle silver box under the drivers side dash.
It should be in the main fuse block under the hood on the 91 Geo storm its located on the drivers side under the hood above the wheel well. Its the number 3 fuse.
It's probobly out of time. Try retiming it.

WHEN CHANGING ENGINES ALWAYS CHECK YOUR MUFFLER BELTS AND MAKE SURE YOU HAVE PLENTY OF OIL, TRANSMISSION FLUID, BLINKER FLUID, AND REAR END OIL. ALWAYS CHECK YOUR SEALS ALSO. SINCERELY CHUCK DAVIS
