There are 4 sensors on the 1995 Chevrolet Blazer. The 2 front for the Disc Brakes is behind the rotors on the hub. The inside hub has gears and the sensors are above them. On the rear, where you have Drum Brakes, the sensors are on the back of the Drum Brake Assembly, next to the bleeder screws.
The 1995 Chevrolet Blazer ABS relay switch is located on the firewall in the engine compartment. The relay switch will be on the passenger side of the firewall.
Pull the fuse, but the abs light will remain on.

the obd 2 scanner has no relation to the abs u have to actually have a abs scanner. there expensive though
Not sure about a recall, but to temporarily deactivate it, you can pull the ABS fuse, which should be located under the hood.
My 1995 Ford Explorer does that also , I had it checked out and the mechanic / technician figured I had an ABS sensor screwing up , but until the ABS light comes on there is no way of telling which ABS sensor is the problem
Take it to a mechanic and throw money at it.
The computer detects a problem with the ABS system. Many times is just an ABS speed sensor on one of the front wheels.
you probably need to repalce one of the front wheel bearings(hub assembly). the sensor for the abs is located in the assembly
