pcv valve is located under the throttle cable frame (frame holding the throttle cable) that's bolted to the intake manifold. go to autozone ask for a valve and you will have no problem locating it.

look along the valve covers on the heads, there should be a small pipe that when pulled seems to go no where, that should be the PVC, it is a simple fix

Not exactly sure about a 99 but almost all cars it is a valve that goes right into to your valve cover around where you fill your oil.

The PCV valve on the 99 galant is the piece of plastic shaped like and L on the top of the engine manifold. It has a piece of tubing going from the valve to the intake. You can easily just pull it out from manifold,take tubing off and replace with same PCV valve. then put everything back theway you found it.
