The blinker switch is located inside the steering column housing and is attached to the turn signal lever you move to activate the turn signals. If you are talking about the Flasher Relay, that causes the lights to go on and off, it is located, front seating area, driver side, under dash, mounted above fuse block. There is also a separate relay for the hazard lights. It is located, front seating area, driver side, under dash, above kick panel, mounted in bottom of convenience panel
your problem could be in the switch its self. unfortunetly they are expensive to replace, i had to actually wire a switch direct to the blinker system.
If both blinker and hazards dont work check your flasher switch.
The high beam switch is on the blinker. You either flick it back towards you or push it away from you.
The blinker switch is located to the left of the steering column. It is bolted up behind the dash board. It is not with the fuse box.
Yes, you pull the blinker switch back for low and high beam lights
in the fuse box,if you mean the blinker relay.
The blinker relay is broken. It is located inside the hazard switch. Replace the switch and it will fix your problem.
The 2002 Monte Carlo blinker flasher relay switch is located beneath the drivers side dashboard. The blinker flasher relay switch will be above the brake pedal.

the blinker relay is behind the glove box
left hand side , same as the wiper switch....
Sounds like a problem with the switch in steering column
