You can find the 1993 Oldsmobile Cutlass block heater on the right hand side of the engine block. You can follow the block heater cord directly to the block heater.
The fuel pump relay on the 1993 Dodge Caravan is located next to the battery in the engine compartment. You will find it just to the left of the power distribution block.

If not you should see if you can have a block heater put in so that you can plug it in when it is cold out. If you can't you should have somebody look at it because to me it sounds like that your starter is going out.
I installed a aftermarket block heater in the lower radiator hose. I took the opportunity to replace both upper and lower hoses and flush system. Mixed results with block warming on '95 V6. In the past I've used soft plug replacement heaters and been happier with instant warm heater air on cold mornings. The lower hose may warm up the engine slightly faster. Hard to quantify. I've put the heater on a 110v timer so it comes on about 3-4 hours prior to my morning commute.
Dodge Spirits don't have block heaters... block heaters are devices that you plug an electric cord to and plug it to an outlet to keep either the coolant or engine oil warm for better start... there isn't any block heaters on Dodge Spirits My wifes Spirit does !Canadian 93 Spirits have a block heater as standard ! Even has a parking clip under hood for the plug during summer to stop it swinging and rubbing paint work. It is on the rear face of the cylinder block; loosen BUT DO NOT REMOVE center screw, then wriggle the element out; it is bent at 90 degrees. If you undo the screw too far the inside clamp falls off and may work it's way into water pump or b;ock a water passage. ( Bin there, done that and fished it out with needle nose pliers but made me sweat ! )

The solenoid is on the left hand side facing the engine underneath the block. There are only 3 bolts to change it out and u need to do it from underneath the car.It's right next to the where the transmission connects to the block. good luck
