The resistor pack for the 1997 Jeep TJ Wrangler is located beneath the dashboard on the passenger side. It's a "diamond shaped" piece of plastic, held on by two screws. There is a 4 wire connector visible as well.
More precisely, for my jeep TJ 2000, just above the passenger's foots, there is a plastic cover just behind the light that glow to your feets when the door is open. Just remove this plascic cover helded in place by 2 screws in front and 2 in the back and the resistor is just back there .
Pull out the lock on the blower motor resistor wire harness connector to unlock the connector latch . Depress the latch on the blower motor resistor wire harness connector and disconnect the connector from the resistor. Remove the two screws that secure the blower motor resistor block to the HVAC housing. Remove the resistor block from the HVAC housing............

this resistor is located next to the blower motor in the heater plenum. the coils sit in the air stream. remove the connector and the fasteners and pull the resistor block out.
Chances are that the blower resistor is blown. The resistor is located on the bottom of the blower, located in the passenger side footwell. If the problem is with the resistor them the blower will only work on high speed, other than that it might be a broken wire.
The blower motor resister block is located in the center of the dash. Remove the complete glovebox and look to the left and you will see it...............
The blower motor is located in the same area as the resistor, it's held in with 3 screws. Removing them will allow the motor and wheel to drop down.
The resistor block or blower motor resistor is used to control the speed of the blower motor. That is how you get the lower speeds on your air conditioning or heater. The higher the resistance the lower the speed of the motor.

It is a resistor or a group of resisters used to control the flow or current in a circuit. Like the resistor block in a car controls the speed of the a/c blower.
The high-speed relay is part of the blower resistor board, mounted in the air duct behind the coolant/washer bottles. Follow the wires from the blower motor, they lead to the resistor connector block that the blower resistor board is plugged into.
Replace the blower motor resistor block. It is located under the dash on the passenger side.
The blower motor resistor block is located on the underside of the HVAC housing (Heater Box) next to the blower motor. The blower motor is located at the right side of the dashboard. You can access the blower motor resistor block from under the dashboard. A Word of Caution! Stay clear of the blower motor resistor block heat sink - It could be Hot. Incidentally, I have read about people working on their dashboards and setting off the airbag. It is a good thing to disconnect the negative battery cable from the battery and make sure that it can not touch the battery post. Wait at least a couple of minutes for the airbag system to discharge.
