Inside the engine compartment, pass side. There are two hoses which go into the interior of the car via the firewall, which connect to the heater core. The resistor is right underneath the second hose closest to the engine. I had to disconnect this hose to access the two screws which hold the resistor in place. Unscrew them and it will pop right out. Be careful as there are some wires around and you don't want to end up with more parts to replace. Once the old resistor is out, disconnect from the vic's wire harness and connect the new one. Put the resistor back and screw it to the box. If you disconnect the hose, don't forget to reconnect.
It could be the relay
A 1997 Crown Vic motor will fit a 1993 Crown Vic, both cars came with the exact same engine from the factory.
