Usually because the switch that controls the light is stuck in the 'on'position. easily replaced w/ aftermarket switch from your local NAPA store.
you need to check the switch on parking brake try to unplug

If both brake light bulbs fail to come on when the brake is depressed I'd check first to see if there may be a fuse that controls the brake light circuit. If there is no fuse and/or the fuse appears to be okay, the most likely culprit is a faulty brake light switch. This switch is located up and behind the brake pedal. There is a plunger that moves in and out acting as a switch when the brake pedal is depressed. It is this switch which possibly may be the culprit.
It's a white plastic thing right above the brake pedal. It has two wires that plug into it.
My 1991 Olds Cutlass Ciera had that problem and it was corrected by replacing the turn signal switch. Troubleshooting with the factory service manual pinpointed the problem. Paul S
Check the brake light fuse first. Then check for a bad brake light switch at the brake pedal.
its in the steering colume replace the turn signal switch
get a test light and see if there is juice going into the switch and juice coming out of it.

It's probably your'e brake light switch sticking ,i think it's down under the brake pedal connected to the pedal try pulling up on pedal , check switch,unplug it see if lights go out
