According to the Owner Guide , the brake and clutch fluid systems are supplied by the
same reservoir on a 1999 Mercury Cougar
Contaminated fluid. Should be flushed more often.
I'm not positive about the '99 model year, but the hydraulic clutch shares the fluid reservoir with the brake system in earlier Mazda models.
i know this may sound silly but have you checked the transmission fluid? i have a 99 cougar and it was jumping aswell when the fluid was leaking. hope this helps

To check the brake fluid level on a 99 Subaru Forester, you need to open the hood and locate the brake fluid reservoir. This is located on the master cylinder. There will either be a dipstick in the reservoir, or a line embossed on the side that says 'full.' If needed, add DOT 3 brake fluid.
There is no adjustment on the clutch, if it is not disengaging, it is probably the slave cylindar on the transmission. The fluid may be low also.
In your engine compartment , mounted on the drivers side inner fender , by your power distribution box ( takes DOT 3 brake fluid for your hydraulic clutch )
i found it! it is up past the air intake hose near the firewall.

Sounds like the rubber line on the bottom of reservoir is leaking or tank is cracked CHECK IT OUT.
