Open glove compartment, pull in on two tabs on side of compartment to swing door all the way down. Blower motor resistor is located to the left of the blower motor on the back wall of the enclosure. One T-15 Torx head screw holds it on along with the wiring connector.
It is probably the resistor. I had the same problem with my 99 Cougar. It is located on the passenger side under dash. Check with Ford. I think that this part was recalled.

i had a 03 Chevrolet Colorado, and the resitor was located under the glove compartment, where the motor blower is, the resistor is screwed to the side of the blower. hope this works for you. the resistor is usually located there.
