on my 99 Sephia the Blower is located under the dash on the passenger side.

I have the same problem with my 1998 Kia Sephia and it is most likely the "sending unit" which is probably located in the gas tank. Could also be a short in a wire. When I fix mine I will re-post.

try replacing the chip that's located in passenger side under glove box and is in the heater vent which goes from the heater blower to the matrix cover hope this helps i changed mine and all was well.
