I though this would be easy since my horn still works-- so I opened my 89 Wagoneer's hood and looked and looked-- and looked some more, but never found the horn either.
I DID find the horn relay (I think) behind the head light assembly on the drivers side. If you find your horn and have a minute or two please let me know at tjuul02@Yahoo.com
I did however recently order a new CHILTON repair manual from Rockauto.com so maybe in a few days I'll know much more than I do now about many things on this Wagoneer.
On the steering wheel
There are two simple answers 1. the wire has come loose from the horn located near the radiator. 2. the wire has come loose from the horn button on the steering wheel. If these are not the cause than there is likely a broken or corroded wire. The grand wagoneer is notorious for corrosion and i am guessing the wagoneer is the same. good luck.
The horn is located in the engine compartment.
It should be right behind the grill. It is on a 1986.

On a 2007 Jeep Liberty Sport, it is located very low behind the bumber on the drivers side. ----
The horn on a 1987 Honda Prelude is located behind the front bumper of the vehicle. It is mounted in front of the engine block.
The horn relay on my 86 was taped to the wiring harness on top of the fuse panel.
I had the same problem. . . I finally located the horn behind the passenger side front turn signal.
Look on the drivers side front of the engine compartment
The horn on the 1997 Jeep is located on the steering wheel. The actual sound part (horn) is located under the front right side of the front bumper. If you stand in front of the jeep and stick your hand in the left most cutout hole on the bottom of the plastic bumper cover, you can touch the dual horns as well as remove them and replace them.
Its located behind the front bumber on the drivers side. Under the turn signal lamp.
