At the lower front of the engine you'll see a black plastic cylindrical housing. This unscrews (using a large socket is best since it can be on quite tight) and inside you'll find the filter. Pull it out of the housing as it's a 'plug-on' type, making note of which end is which. Then replace the rubber O-ring gasket on the housing before screwing it back onto the engine.

On my 1995 Passat it is located on the fuse block, under the dash, to the left of the steering column. I doubt they have moved it from this location.

I had a 2000 jetta and the dipstick is down below by the rack & pinion on the driver's side. It is not long enough to reach the top (accessible from open hood). You have to go under the car and reach on the front drivers side of the transmission.
