On the passenger side of the engine just ahead of the alternator, under the edge of the plastic engine cover there is a sensor with a plug and wires coming out of it, it says sensor pressure on it.That entire unit twists off and the pcv valve is under it
The PCV valve for a 1998 Monte Carlo should plug into the valve cover. Twist and pull it to remove and replace it.
That is normal. It means it is not stuck.

First of all, it is a PCV valve. Not a PVC valve. It stands for positive crankcase ventilation-PCV. It is probalbly stuck right in the top of one of the valve covers with a hose or tube going from it to the air breather.
On a 96 with a 3.4L, it is on the driver's side, at the rear of the engine (right at the firewall). If you look close, there is a small rubber tube that comes up the side of the engine. The PCV valve goes into that tube. It's set up like an in-line valve, rather than the traditional "in the valve cover" you're probably used to.
