It's slightly to the left of the battery, and deep. If you look at the battery connectors/cables you will see that the positive one (red) has an extra wire that is thinner than the main one, follow it down and it should be connected to the starter/syllanoid.

I am an owner of a 2000 Jetta and I've wondered the same thing...as far as I can tell by the owner's manual the Jetta does not use "power steering" fluid it uses "hydraulic" fluid (Pentosin CHF 11S Synthetic to be exact).
